From user need to a clear request for quotation
A strong request describes function, quantity, applicable standards, operating conditions, interfaces, documentation, inspection, delivery and acceptance. Over-specification reduces competition; under-specification transfers ambiguity into claims and change orders.
Separate mandatory compliance from preferences. Use revision-controlled attachments and a formal clarification log so every bidder receives the same information.
Specify function, environment, interfaces and acceptance; separate mandatory from preferred; control revisions and clarifications fairly.
